Although, that particular dog in the second picture is suffering from Sarcoptic Mange, not abuse per se. Its a disgusting infection that can be transmitted from wild foxes (along with some other wild carriers) in which the parasite bores into the animals skin and secretes a liquid that makes the dogs skin itchy as hell. What you are seeing in the photo is a dog who self mutilated himself in order to stop the extreme itching. He appears to be in the advanced stage of the parasitic infection, which is sad since when symptoms begin showing around the ears and neck, its quite noticeable, and in fact, easily treatable if caught early. The only fault the owner had was neglecting treatment for this poor dog who was obviously suffering. 

Too all dog owners living in wooded areas, if you see a fox in your yard that looks ‘mangy’ (that’s where the phrase ‘mangy mutt’ comes from) keep your dog away from that area for atleast an hour since the bugs themselves shed from the foxes skin and can be picked up by the dog without even having direct contact with the fox.

I only know all this because it happened to my dog that way.
